Sacramento Forward is a comprehensive set of policy changes coupled with a robust funding mechanism that will transform and dramatically increase the City’s affordable housing stock, protect vulnerable tenants from losing their homes, and provide key protections for workers who are so often priced out of the homes they’re building.

Here’s how we’re fighting for fair wages, more housing, and a better future for every Sacramentan:

Build more affordable housing

Establish an inclusionary housing requirement that a percentage of all new units be affordable for low- and very-low-income households.

Stop people from losing their housing

  • Enact "just cause" eviction protections at 30 days of occupancy (currently at 1 year)

  • Require reporting of any eviction notices to the City

  • Establish and fund the Right to Legal Counsel for both tenants and landlords

  • Reduce annual rent increases to align with regional income growth and limit rent increases during tenant turnover - with a process for hearings to allow exceptions

  • Extend Tenant Protection Program and Rental Housing Inspection program protections to all housing

Prevent corporate purchases of property

Adopt the Sacramento Opportunity to Purchase Act, which would require any tenant building listed for sale to be sold to the tenant or eligible community group if they can meet the initial listing price.

Stop the race to the bottom for wages

Require Minimum Labor Standards - prevailing wage and healthcare for workers on projects that receive any public support, making sure workers can afford to live in the housing they're building. Establish a compliance mechanism that can also provide technical assistance to contractors seeking to comply with the law.

Generate funding with a 2024 ballot measure

The measure would fund the acquisition, construction, and protection of affordable housing units, along with important support programs such as emergency rent assistance.

Sacramento Forward has gained the support of numerous community-based organizations, leaders, and elected officials. The policy package was officially sponsored by Sacramento City Councilmembers Katie Valenzuela and Caity Maple, along with Mayor Pro Tem Mai Vang.
